Virtually every city in the world has at least a slum or more. Slums spring up due to the inability of the urban poor to afford decent housing, in the urban area. Therefore, they resort to illegal settlements within the urban areas.

The growing economic development in Hong Kong, has led to a wider gap between the poor and the rich. In other words, while the poor witness less of no economic growth, the rich keeps getting richer. This has led to a huge investment in the housing sector, which also resulted to a rise in rent of tenement buildings. In order for the urban poor to cope with the situation, they have resorted to dwelling in these rooftop slums, an apartment where the rent costs $1,700 Hong Kong dollars (US$220) a month (CNN One Square Meter).

These rooftop slums are illegal because they do not have the approval of the local authorities. Instead of residents to wait for public housing, which takes longer before completion, the prefer living in the rooftop slums. However, even when public houses are completed and made available, the rooftop slum occupants jettison these public houses, due to the relatively high rent.
